Yanki (Japanese delinquent) Hayato, is on his way with his senpai, (upperclassman) Yocchan to a so-called “resort” job with good pay, food, and housing. Hayato, not being able to commit to work, meets another Yanki who’s trying to work hard and form a family. Meanwhile, Yocchan ends up falling for the lunch lady at the “resort”... Will she be the one for him?

A young high school Yanki (Japanese delinquent), Tokio, gets suspended from his school and ventures out to Ikebukuro. Aiming to become a janitor for at a love hotel, he eventually gets scouted to join a gang. They make money ripping people off, and Tokio begins to question his own actions. The gang thinks all is well, unaware of the bigger threat that awaited them.

With Monji’s graduation approaching quickly, he gets into trouble with his teacher, Mr. Anan about his attitude. While everyone else thinks about their futures, a Yanki (Japanese delinquent) boss from Kanagawa Juvenile detention center comes to settle an old score with Mr. Anan.

Monji Mori receives a sudden goodbye letter from his friend Rei. As the Black Skull Gang continues to pursue national conquest, they meet Manta, a Kansai Yanki (Japanese delinquent) Boss, and Mina, a girl who seems to have taken a special interest in Monji.

これまでに窪塚俊介、佐野和真、窪田正孝らブレイク前の若手俳優を主演に起用してきた人気ヤンキー映画「ガチバン」シリーズの23作目で、「特命戦隊ゴーバスターズ」「スイッチガール!!」といったドラマや映画、舞台で活躍する陳内将を新たな主演に迎えた「ガチバン NEW GENERATION」の続編。池袋での騒動から逃げ帰ったつもりの斗氣雄だったが、ヤクザはそう簡単に見逃してはくれず、脅されて再び池袋へ。中国人の風俗嬢に日本語を教える役目を押し付けられた斗氣雄は、そこでかつて世話になった先輩の忠臣と再会。忠臣からヤクザの世界に入るよう誘われるが……。

High school Yanki (Japanese delinquent) boss, Monji Mori, decides to make his mark at Kabukicho, infamous for organized crimes, as his first step in conquering Japan. In the process, he makes a new enemy and needs his Black Skull Gang to avenge him.

Yuto (Kubota Masataka), who used to exchange blows with Monji, finds employment but gets fired due to his poor academic skills. Painfully aware of the importance of studying, Yuto transfers into the evening class at Kinugasa High School without knowing that Monji is there.
